Responses to suggested changes to Heel Position

Following is a copy/paste of a suggested change followed immediately by comments received:

C-1-1     DOGS MUST BE IN HEEL POSITION AT ALL TIMES DURING THE GROUP EXERCISES AND WHEN ENTERING OR LEAVING THE RING.  HEEL WILL NOT BE MARKED, BUT POOR HEELING COULD BE CONSTRUED AS A LACK OF CONTROL AND RESULT IN THE DOG BEING EXCUSED.

AB-M-1:  B   HEEL POSITION:
B-1  dogs must be in heel position at all times during the group exercises and when entering or leaving the ring.  Heeling will not be marked, but poor heeling could be construed as a lack of control and result in the dog being excused.

From AB-M-3:   “I agree that handlers should have their dogs in a heel position when entering and leaving the ring.  However, who will monitor this and what would the consequences be if this desired behaviour does not occur?
